In a transformative step for healthcare access in Busia County, the Alupe Sub-County Hospital in Teso South has been officially fully operationalized, marking a significant milestone in the County Government’s efforts to decentralize and strengthen healthcare services across its seven sub-counties.

Once a vital COVID-19 Quarantine and Isolation Centre, Alupe Hospital has now transitioned into a full-fledged medical facility, opening doors to enhanced health services for thousands of residents in the region. This development not only addresses critical healthcare needs at the grassroots but also complements the county’s broader mission of equitable and inclusive health service delivery.

From Crisis Response to Long-Term Healthcare Solution

Deputy Governor H.E. Arthur Odera, who also serves as the County Executive Committee Member (CECM) for Health, led the official launch and lauded the facility’s transformation as a new chapter in delivering accessible and quality healthcare.

“We are proud to witness Alupe Hospital transition into a fully operational health facility. This marks a new chapter in accessible and quality healthcare for our people,” he stated.

The operationalization includes plans to activate the main theatre and other critical care units, laying the foundation for Alupe to evolve into a Teaching and Referral Hospital. Once complete, this expansion will provide a major boost to medical training, research, and specialized healthcare delivery not only in Busia County but also in the neighboring regions.

Alleviating Pressure and Bringing Services Closer

The move has been warmly welcomed by residents, health officials, and local leaders who noted that the hospital’s operational status will ease congestion at the Busia County Referral Hospital and ensure specialized services are brought closer to rural communities.

Chief Officer for Medical Services and Universal Healthcare Dr. Wilberforce Lusamba, and Angorom Ward MCA James Ong’ole, were present at the event, echoing the County Government’s vision for people-centered healthcare that leverages proximity, infrastructure, and professional capacity to address community health challenges.

Strengthening the Health Ecosystem

Alupe’s upgrade is part of Busia’s larger health sector reforms, which include:

  • Strengthening health infrastructure in sub-counties
  • Promoting Universal Health Coverage
  • Equipping rural hospitals with specialist services
  • Enhancing medical education and training facilities

The County Government’s strategy reflects a deep understanding that health is foundational to development—improving productivity, reducing poverty, and fostering community resilience.
